ULEZ Explained: Is Your Car Compliant?

What Is ULEZ?

ULEZ stands for Ultra Low Emission Zone, a scheme introduced by Transport for London (TfL) to tackle air pollution in the capital. Vehicles that do not meet minimum emission standards must pay a daily charge to drive within the zone.

The ULEZ was first launched in April 2019, covering the same area as the central London Congestion Charge zone. It was then expanded in October 2021 to cover the area bounded by the North and South Circular roads (inner London). In August 2023, the zone was expanded again to cover all London boroughs, making it a London-wide scheme.

Unlike the Congestion Charge, which only operates during certain hours, the ULEZ operates 24 hours a day, 7 days a week, 365 days a year. There are no exemption periods, so non-compliant vehicles will be charged regardless of when they enter the zone.

Who Does ULEZ Affect?

The ULEZ applies to all motor vehicles driving within the zone. This includes cars, motorcycles, mopeds, vans, minibuses, lorries (HGVs), buses, and coaches. The daily charge applies to any non-compliant vehicle, whether it is registered in London, elsewhere in the UK, or abroad.

Private cars and light commercial vehicles (up to and including 3.5 tonnes) face the standard ULEZ charge. Heavier vehicles such as lorries, buses, and coaches face additional charges under the separate Low Emission Zone (LEZ) scheme, which has even stricter emission requirements.

Certain categories of vehicles are exempt from the ULEZ charge. These include historic vehicles (those built before 1 January 1973 and with a historic tax class), military vehicles, and certain agricultural and non-road-going vehicles. However, the vast majority of everyday vehicles must meet the emission standards or pay the daily charge.

If you are planning to drive in London, it is essential to check your vehicle's compliance before you travel.

ULEZ Emission Standards

The ULEZ emission standards are based on the Euro emission classification of your vehicle. The required standard depends on your vehicle's fuel type:

Petrol cars and light vans: Must meet Euro 4 or later (generally vehicles manufactured after 2005).
Diesel cars and light vans: Must meet Euro 6 or later (generally vehicles manufactured after September 2015).
Motorcycles and mopeds: Must meet Euro 3 or later (generally vehicles manufactured after 2007).

These dates are guidelines rather than hard rules. The Euro standard your vehicle meets depends on its specific type approval, not solely on its year of manufacture. Some vehicles manufactured close to these dates may or may not comply depending on when the manufacturer adopted the newer standard.

Your vehicle's Euro emission standard is usually shown on the V5C registration document. You can also check it using the free vehicle check on CheckMyReg, which displays emissions data including fuel type, CO2 emissions, and Euro status.

How to Check If Your Car Is ULEZ Compliant

There are two quick ways to check whether your vehicle meets the ULEZ emission standards:

  1. CheckMyReg free check: Enter your registration number on the CheckMyReg homepage to see your vehicle's emissions data, including fuel type, CO2 emissions, and Euro classification. This information will help you determine whether your vehicle meets the required standard.
  2. TfL ULEZ checker: Transport for London provides an official compliance checker on their website. Enter your registration number and it will confirm whether your vehicle is compliant or would be subject to the daily charge.

Checking your compliance before driving in London is strongly recommended. The penalty for non-payment is significantly higher than the daily charge itself, so it is far better to know your status in advance.

ULEZ Charges & Penalties

If your vehicle does not meet the ULEZ emission standards, you must pay a daily charge to drive within the zone. The current charges are:

  • Cars, motorcycles, mopeds, and vans (up to 3.5 tonnes): £12.50 per day.
  • Lorries, buses, and coaches (over 3.5 tonnes): £100 per day (under the LEZ scheme, in addition to any ULEZ charge).

The charge must be paid by midnight on the day after you drive within the zone. You can pay in advance (up to 90 days ahead) or by midnight the following day after your journey.

If you fail to pay the charge, you will receive a Penalty Charge Notice (PCN) of £180. This is reduced to £90 if you pay within 14 days. Compliance is enforced automatically using ANPR (Automatic Number Plate Recognition) cameras positioned throughout the zone, which read number plates and cross-reference them against the vehicle emissions database.

Other UK Clean Air Zones

London's ULEZ is not the only clean air initiative in the UK. Several other cities have introduced or are planning their own Clean Air Zones (CAZs), each with their own rules and charges:

  • Birmingham: Has an active Clean Air Zone charging non-compliant cars, taxis, vans, lorries, buses, and coaches.
  • Bristol: Operates a Clean Air Zone with charges for non-compliant vehicles in certain categories.
  • Bradford: Has a Clean Air Zone targeting non-compliant commercial vehicles and taxis.
  • Bath, Portsmouth, and other cities: Various schemes are active or planned. The specific rules, vehicle categories affected, and charge amounts vary between cities.

If you regularly drive to different UK cities, it is worth checking your vehicle's emission compliance before travelling. CheckMyReg can help you check your vehicle's general emission data, including Euro standard and fuel type, which are the key factors in determining compliance with any Clean Air Zone.

Scrappage & Grant Schemes

To help Londoners transition to cleaner vehicles, Transport for London has offered scrappage schemes providing financial assistance to replace non-compliant vehicles. These schemes have been available to London residents, small businesses, charities, and certain other eligible groups.

Grants have been offered for scrapping non-compliant cars, vans, motorcycles, and minibuses, with payments varying depending on the vehicle type and the applicant's circumstances. Some schemes have offered cash grants, while others have provided funding towards the purchase of a compliant replacement vehicle.

Availability of scrappage schemes changes over time as funding is allocated and budgets are spent. If you own a non-compliant vehicle and live or work in London, it is worth checking the TfL website for the latest information on any active grants or scrappage offers that could help you upgrade to a compliant vehicle.

Frequently Asked Questions

How do I know if my car is ULEZ compliant?

Check your vehicle using CheckMyReg's free check, which shows fuel type and emission data. Generally, petrol cars from 2006 onwards and diesel cars from September 2015 onwards meet ULEZ standards. You can also check on the TfL website.

What happens if I drive in the ULEZ without paying?

You will receive a Penalty Charge Notice (PCN) of £180, reduced to £90 if paid within 14 days. ULEZ cameras automatically detect non-compliant vehicles using number plate recognition.

Are electric cars exempt from ULEZ?

Yes. Fully electric vehicles are exempt from the ULEZ charge as they produce zero tailpipe emissions. Plug-in hybrids may also be exempt if they meet Euro 6 or Euro 4 standards depending on fuel type.
